J\u2019ai d\u00e9couvert (\u00e0 la derni\u00e8re seconde) que mon auditoire \u00e9tait d\u00e9j\u00e0 tr\u00e8s renseign\u00e9!<\/em><\/p>\n<p>I was privileged to be invited to be part of the Expert Advisory Committee by the New Zealand Ministry of Business, Innovation and Employment (MBIE) to help MBIE, the Ministry of Health and the NZ Health Research Council implement their NZ Health Research Strategy. We had our first meeting the week of February 26 and I also made a presentation on research impact to a diverse government audience. I was up early on February 28 cruising through twitter when I saw the following tweet from <a href=\"https:\/\/twitter.com\/julieebayley?lang=en\">@JulieEBayley<\/a><\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">Delighted to see <a href=\"https:\/\/twitter.com\/arma_uk?ref_src=twsrc%5Etfw\">@arma_uk<\/a> responses to NZ impact consultation featuring here, particularly the value of a \u2018highly skilled workforce\u2019 (Section 8.2, pg 23)<a href=\"https:\/\/t.co\/rqfhT9JNgb\">https:\/\/t.co\/rqfhT9JNgb<\/a><\/p>\n<p>\u2014 Julie Bayley (@JulieEBayley) <a href=\"https:\/\/twitter.com\/JulieEBayley\/status\/968055158172274689?ref_src=twsrc%5Etfw\">February 26, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><br \/>\nAn impact consultation in New Zealand???? You don\u2019t say! So of course, I click the link and see a report from MBIE released at the end of 2017.<\/p>\n<p>Imagine that. I am 2.5 hours away from presenting to MBIE and others about impact only to find that they have already published their own consultation on impact. Only having time to read the executive summary I see they made conclusions that align well with my messages.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-13543 size-medium\" src=\"https:\/\/researchimpact.ca\/wp-content\/uploads\/2018\/03\/MBIE-NZ-Impact-consult-2018-002-207x300.jpg\" alt=\"MBIE Report cover\" width=\"207\" height=\"300\" srcset=\"https:\/\/researchimpact.ca\/wp-content\/uploads\/2018\/03\/MBIE-NZ-Impact-consult-2018-002-207x300.jpg 207w, https:\/\/researchimpact.ca\/wp-content\/uploads\/2018\/03\/MBIE-NZ-Impact-consult-2018-002.jpg 562w\" sizes=\"auto, (max-width: 207px) 100vw, 207px\" \/> From the report\u2019s executive summary:<\/p>\n<p>\u2022 \u201cMany submissions supported the use of the generic results chain model but often with significant qualifications, in particular, that its linear approach was too simplistic and did not portray the networked nature of science.<\/p>\n<p>\u2022 There was a strong call to continue to measure intermediate results, and reflect more on the interim stages of impact. This was partly because of the difficulties of measuring the long-term impacts. Many submitters supported valuing and measuring academic impact and development of human capital.<\/p>\n<p>\u2022 Many submissions emphasised that end-users and other stakeholders had an important role in determining the impact of science and that accountabilities ought to reflect the various roles.\u201d<\/p>\n<p>Let me summarize the summary: <strong>respondents to the consultation want a non-linear logic model that tracks interim as well as later stage impacts and captures the contributions of non-academic partners<\/strong>.<\/p>\n<p>Well MBIE\u2026have I got a pathway for you! We <a href=\"https:\/\/yorkspace.library.yorku.ca\/xmlui\/bitstream\/handle\/10315\/31600\/Phipps Pepler Craig Cumming Cardinal JCES 31-40 2016.pdf?sequence=1&amp;isAllowed=y\">published the co-produced pathway to impact<\/a> in 2016 and continue to develop it with Kids Brain Health Network. This pathway is a logic model that has non-linear feedback loops, identifies categories of indicators along the pathway and features co-production partners, receptors\/audiences and stakeholders playing key roles.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-13423\" src=\"https:\/\/researchimpact.ca\/wp-content\/uploads\/2018\/03\/implementing-CPPI-fig-180217.jpg\" alt=\"Co-produced pathway to impact 2018 version\" width=\"1230\" height=\"720\" srcset=\"https:\/\/researchimpact.ca\/wp-content\/uploads\/2018\/03\/implementing-CPPI-fig-180217.jpg 1230w, https:\/\/researchimpact.ca\/wp-content\/uploads\/2018\/03\/implementing-CPPI-fig-180217-300x176.jpg 300w, https:\/\/researchimpact.ca\/wp-content\/uploads\/2018\/03\/implementing-CPPI-fig-180217-768x450.jpg 768w, https:\/\/researchimpact.ca\/wp-content\/uploads\/2018\/03\/implementing-CPPI-fig-180217-1024x599.jpg 1024w\" sizes=\"auto, (max-width: 1230px) 100vw, 1230px\" \/>As mentioned, York University\u2019s Knowledge Mobilization Unit and Kids Brain Health Network have continued to refine the 2016 pathway to the pathway in the figure above. We use this pathway to help plan for impact which includes <em>ex ante<\/em> research impact assessment.<\/p>\n<p>I am happy to loan the co-produced pathway to impact to MBIE and other interested organizations including the Tertiary Education Commission which manages the <a href=\"http:\/\/www.tec.govt.nz\/funding\/funding-and-performance\/funding\/fund-finder\/performance-based-research-fund\/\">NZ Performance Based Research Fund<\/a>.
